141.04 PRE-DESIGN AND ANNOUNCEMENT.
   (a)   Unless waived by the City Manager, the Director of Engineering Services shall provide or cause to be provided pre-design and programming services for a project before issuing any announcement for any contract for professional design services for the project. The pre- design and programming services shall provide preliminary information and options about scope of work and other project requirements such as soil boring, geotechnical and environmental testing and other testing, inspection and analysis, the schedule, the conceptual design and the budget.
   (b)   Upon completion of the pre-design and programming services, the Director of Engineering Services, with the consent of the City Manager, shall publicly announce all contracts for professional design services for the project.
      (1)   Announcements shall be made in a uniform and consistent manner in advance of the time that responses are to be received.
      (2)   An announcement shall include a general description of the project, a statement of the specific professional design services required, and a description of the qualifications required for the project.
      (3)   An announcement shall indicate how a qualified professional design firm may submit a statement of qualifications in order to be considered for a contract for professional design services for the project.
      (4)   An announcement may request information about a professional design firm’s previous projects, including fees, budgets and costs.
      (5)   An announcement shall be sent to either or both of the following in the discretion of the Director of Engineering Services:
         A.   Each professional design firm that has a current statement of qualifications on file and is qualified to perform the required, professional design services as determined by the Director of Engineering Services.
         B.   Architect, landscape architect, engineer and surveyor trade associations, the news media, and any publications or other public media deemed appropriate by the Director of Engineering Services.
      (6)   An announcement may include any of the following:
The announcement can be in the form of an advertisement; such advertisement shall include the following:
         A.   Proposed requests for design services, with a description of the project, a statement of the specific professional design services required, and a description of the qualifications required for the project;
         B.   For each design services project, the list of firms selected pursuant to Section 141.05(c);
         C.   Notice of intent to award or of execution of contracts for professional design services, including fees; and
         D.   Notice of intent to award or execution of construction contracts.
