At the direction of the City Manager, the Chief of Police, from time to time, may hire and employ, for such duration and under such terms as the City Manager deems appropriate, as uncommissioned employees of the City, one or more parking regulators who shall monitor, and enforce the parking ordinances, regulations, and restrictions of the City, and who are authorized to issue citations and notices as to violations of the same.
