127.06 RESERVE POLICE UNIT.
   (a)   General Provisions. There is created a Reserve Unit within the Division of Police, the members of which shall be appointed by the City Manager. Each Reserve Officer shall serve at the pleasure of the City Manager or until the resignation of such Reserve Officer is accepted by the City manager, and during good behavior and faithful service; but any such officer may be removed for incompetency, discourteous treatment of the public, neglect of duty, failure to obey orders, failure to abide by the rules and regulations for the Reserve Unit, or any other acts of misfeasance, malfeasance or nonfeasance in office, as determined by the City Manager.
   (b)   Membership Selection Committee. A Membership Selection Committee composed of the City Manager or his designee, the Chief of Police and the designated head of the Reserve Unit shall review all applications for membership and determine the suitability of each applicant. Appointment of the applicant shall be by unanimous approval of the Selection Committee.
   (c)   Classification of Members. Members of the Reserve Unit shall be classified and have authority as follows:
      (1)   Commissioned reservists. These members shall be commissioned as special police officers of the City and shall be responsible to enforce the general laws of the State and ordinances of the City, and may be empowered to carry firearms.
      (2)   Reservists. These members shall not be commissioned as special police officers, shall not be granted police powers and shall not carry firearms. However, they shall assist commissioned reservists and officers in the Division of Police.
      (3)   Cadet reservist. These members shall not be commissioned as special police officers, shall not be granted police powers and shall not carry firearms. However, they shall assist commissioned and noncommissioned reservists and officers in the Division of Police. Cadet reservists may not be appointed a commissioned or noncommissioned reserve until attaining twenty-one years of age.
   (d)   Qualifications of Members. All members of the Reserve Unit shall be citizens of the United States, residents of the State, not under twenty-one years of age if a commissioned or noncommissioned reservist and not under twenty years of age if a cadet reservist, at the time of appointment, in good health and of good moral character. Additionally, a commissioned reservist shall have been awarded a certificate by the executive director of the Ohio Peace Officers Training Council attesting to his satisfactory completion of the prescribed basic course of training and that he is qualified as an Ohio peace officer, or he may be conditionally commissioned by the City Manager to attend such police school, but in any event he must be awarded a certificate as an Ohio peace officer within one year of his appointment to the Reserve Unit. All members shall also comply with all other requirements of the rules and regulations of the Reserve Unit.
   (e)   Control of Unit. The Chief of Police or his designated representative shall be commanding officer of the Reserve Unit and shall be responsible for the assigning, training, stationing and directing of the work of such Unit. All Reserve Unit members shall obey the chain of command of the Police division and shall be subordinate to all regular appointed members thereof.
   (f)   Rules and Regulations. The City Manager shall approve in writing the rules and regulations for the organization, administration, conduct and control of the Reserve Unit, not in conflict with the provisions of the Ohio Revised Code or this section.
   (g)   Uniforms. The rules and regulations shall prescribe the type of uniform which shall be worn by the members of the Reserve Unit and the time and place such uniforms shall be worn. The cost of these uniforms shall be paid by the City and shall remain the property of the City.
   (h)   Compensation. The City Manager is authorized to approve payment for members of the Reserve unit from a minimum of eight dollars ($8.00) per hour to a maximum of twelve dollars ($12.00) per hour for each hour of duty assigned by the Chief of Police or his designated representative. Compensation shall not be paid for any hours which are not specifically ordered by the Chief of Police or his designated representative. The hourly compensation shall not exceed the current hourly rate authorized by the operating budget for the applicable year. A member may waive, in writing, any rights to monetary compensation for all or part of the hours for which the member may be entitled to compensation.
