127.05 SPECIAL POLICE.
   (a)   There shall be employed in the Division of Police such number of special police as may be required. Special police shall serve at the pleasure of the City Manager and shall have such duties as he assigns to them. No provision of this section shall be construed as affecting the regular classification list of the Division of Police.
   (b)   Qualifications of Members. All members shall be citizens of the United States, residents of the State, not under twenty-one years of age at the time of appointment, in good health and of good moral character. Additionally, each member shall have been awarded a certificate by the Executive Director of the Ohio Peace Officers Training Council attesting to his satisfactory completion of the prescribed basic course of training and that he is qualified as an Ohio peace officer, or he may be conditionally commissioned by the City Manager to attend such police school, but in any event he must be awarded a certificate as an Ohio peace officer within one year of his appointment.
