127.04 PRIVATE POLICE.
   (a)   When any person, firm, or corporation having a place of business or controlling or owning any personal property or real estate within the corporate limits of the City shall request for the better protection of business property the appointment of one or more additional police officers, it shall be the duty of the City Manager to appoint such police officers that he deems suitable persons for such position. Such police officers shall be duly commissioned by the City Manager and shall constitute members of the private police force of the City. No provision of this section shall be construed as affecting the regular classification list of the Division of Police.
   (b)   The members of the private police force of the City shall have the same powers and be subject to the same regulations as other police officers. They shall perform such police duties at such place or places within the City limits as the person, firm, or corporation requesting their appointment may direct; however, such duties shall not be contrary to or inconsistent with the laws or the City ordinances.
   (c)   Each member of the private police force shall serve during the pleasure of the person, firm, or corporation requesting his appointment. Each member shall be paid by the person, firm or corporation requesting his appointment such compensation as may be agreed upon between him and the person, firm, or corporation.
   (d)   Qualifications of Members. All members shall be citizens of the United States, residents of the State, not under twenty-one years of age at the time of appointment, in good health and of good moral character. Additionally, each member shall have been awarded a certificate by the executive director of the Ohio Peace Officers Training Council attesting to his satisfactory completion of the prescribed basic course of training and that he is qualified as an Ohio peace officer, or ne may be conditionally commissioned by the City Manager to attend such police school, but in any event, he must be awarded a certificate as an Ohio peace officer within one year of his appointment.
