(a) The Division of Police shall be headed by the Chief of Police and shall be composed of the following officers and other members of the classified service, who shall be classified and paid according to the provisions of Chapter 145 unless otherwise provided by ordinance or by the Charter of the City: Chief, Assistant Chief, Captains, Lieutenants, Sergeants and police officers. The duties and functions of the Department and the number and duties of the various classes of officers and employees shall be determined by the City Manager in consultation with the Chief of Police and the City Commission as provided in the City Charter.
(b) Each police officer in the Division of Police shall be designated as a Class A police officer or Class B police officer. A Class A police officer is one who has completed not less than five years of service in the Division of Police, whether such service was continuous or otherwise; and a Class B police officer is one who has completed not more than five years of service in the Division of Police, whether such service was continuous or otherwise.
(c) In the event, however, that a vacancy occurs in the Division of Police, by death, retirement, resignation, promotion or otherwise, which reduces the total strength of said Division, and it is impossible or impractical for any reason for said vacancy to be filled immediately or without delay, the City Manager is authorized and empowered to appoint pursuant to the civil service regulations of the City, an additional police officer to a position and the Division of Police shall operate with such additional position until such time as promotional advancement steps may be taken as required by such vacancy.
