1341.10 DWELLINGS; REQUIREMENTS AND EXEMPTIONS.
   No person shall own, operate, occupy, or let to another for occupancy, any dwelling for the purpose of living, sleeping, cooking, or eating therein, which does not comply with all of the applicable requirements of this Chapter. Existing dwellings shall be exempt from the strict requirements of this Chapter where such exemption does not constitute a distinct hazard to life or property in the opinion of the Housing Code Compliance Officer. Variances from the literal application of the Environmental Health Housing Code may be granted by the Housing Appeals Board under the provisions of Section 1341.07(b) of this Chapter.
