(a) The Board. There is created a Housing Appeals Board. The words “the Board” or “Board”, as used in this Chapter, mean the Housing Appeals Board. The Board shall consist of five regular members, who shall be appointed by the City Manager, by and with the consent of City Commission, for overlapping terms of three years, and they shall serve until a successor is appointed. The City Manager shall also appoint two alternate members of the Board, by and with the consent of City Commission to serve terms of three years.
(b) Members. The Board shall consist of members who are citizens of the United States and residents of the City who are not City employees, that are qualified by experience and training to pass on matters pertaining to property maintenance. In the event of the inability of a member to attend a forthcoming meeting, either alternate member of the Board may serve in the place and stead of the member of the Board who is absent with the same power and authority as a regular member until the member has resumed his duties.
(c) Rules of Procedure; Quorum. The Board shall adopt rules of procedure consistent with this Chapter and elect the officers as the Board deems necessary. No member of the Board shall take part in any hearing or determination in which he has a personal or financial interest. Three members of the Board in attendance at any meeting shall constitute a quorum.
(d) Frequency of Meetings. The Board shall meet upon notice from the chairperson, within a reasonable time after the filing of an appeal, or at stated periodic meetings as deemed necessary by the chairperson. (Ord. 04-063. Passed 1-26-04.)
