The fee for the review of plans for compliance with the Ohio Building Code and any other applicable federal, state and local regulations shall be established by the Director of Engineering Services and approved by the City Manager, which shall be published in the Office of the Director of Engineering Services. Said fee shall be paid in full prior to the issuance of any building permit.
