No permit as required by this Building Code or the State and Model Codes adopted in Title Three of this Building Code shall be approved until the fee prescribed in the schedule of fees has been paid. Nor shall an amendment to a permit be approved until the additional fee, if any, due to an increase in the estimated cost or size of the building or structure, has been paid. The schedule of fees shall prevail for construction or alteration of a building or structure, plus any additional fees assessed by the state regulatory agency.
