(a) The public parking lot north of the City Building is divided in half by an island located in the middle of the parking lot, and traffic on either side of the island shall proceed in one direction only; traffic in the area of the parking lot south of the dividing island and nearest the City Building shall proceed in an easterly direction only; and the traffic in the area of the parking lot north of the dividing island and farthest from the City Building shall proceed in a westerly direction only.
(b) Entrance to the parking lot from Meigs Street shall be made only through the southernmost driveway located closest to the City Building; exit from the lot onto Meigs Street shall be made only through the northernmost driveway located farthest from the City Building.
(c) Parking within the parking lot shall be only inside of the yellow pavement markings with every parked vehicle required to be entirely within the designated lines; the front wheels of any vehicle shall be nearest the curb and no vehicle may back into any parking space.
(d) Signs shall be erected designating the proper direction of traffic; signs shall also be erected designating 3 parking spaces nearest the westernmost side entrance of the City Building for handicap parking only, and shall be used by handicapped persons only.
(e) The regulations concerning parking traffic flow do not apply to emergency vehicles responding to emergency situations.
