(a) The City Manager may, in his discretion, upon application in writing and good cause being shown therefor, issue a special permit in writing authorizing the applicant to operate or move a vehicle or combination of vehicles of a size or weight of vehicle and load exceeding the maximum specified in Ohio R.C. 5577.01 through 5577.07, or otherwise not in conformity with the provisions of the Traffic Code upon any highway. Any permit may be issued for a single or round trip or in special instances for a monthly period or other specified period of time.
(b) The application for this permit shall be in the form that the City Manager may prescribe.
(c) The City Manager is authorized to issue or withhold the permit, at his discretion; or, if the permit is issued, to limit or prescribe conditions of operation of the vehicle or vehicles, and may require such bond or other security as may be deemed necessary to compensate for any damage to any roadway or road structure.
(d) Every permit shall be carried in the vehicle or combination of vehicles to which it refers and shall be open to inspection by any police officer or authorized agent of any authority granting the permit and no person shall violate any of the terms or conditions of the permit.
(e) The applicant for any excess load/moving permit shall pay a fee of thirty-five dollars ($35.00) for operating the vehicle the first mile and a fee of five dollars ($5.00) for each additional mile, plus the cost of time and material to the City. These fees shall be paid into the Street Repair Fund. (1980 Code 74.50, 74.50.1)
