Before any work of blasting rocks, stones, or stumps or tree roots is done under a license issued under Section 1507.01, the licensee shall procure from the City Manger a permit to do the work of blasting, for which a fee of twenty-five dollars ($25.00) shall be charged and paid. The permit shall state therein the name of the street and the number of lots or lot upon which or for which the blasting is to be done and the name of the person for whom the blasting work is to be performed.
