No person, firm, or corporation shall engage in the business of blasting or blast or cause to be blasted any rock, stone, stumps, or tree roots within the corporate limits of the City without first having procured from the City Manager a license for that purpose for the term commencing on the date of the issuance of the license and ending on December 31 of the year in which the license is issued. The license shall have particularly and definitely described therein the nature and extent of the work of blasting to be done thereunder. The City Manager shall grant the license to any person, firm, or corporation upon the payment of a fee of fifty dollars ($50.00) therefor, and upon the following conditions:
(a) The license is sought for the purpose of making lawful improvements, and all reasonable and necessary precautions will be taken by the licensee; and
(b) The person who is to do the manual work of blasting under said license has skill and experience in blasting stone and rock. (1980 Code 95.05)
