(a) Governmental entities, schools, churches, and other public or quasi-public entities or operations, at the request of the City Fire Chief, shall install and maintain, at each building and structure of the same or at such facilities or grounds of the same as access is impeded, prevented, or controlled by an installed gate or barrier, at the expense of the owner, operator, or occupant thereof, a rapid entry system or device, approved by the City Division of Fire Prevention, by which City fire officials, may be afforded prompt and expedient access to the building, structure, facility, or grounds in the event of fire, or other emergency.
(b) Marinas, condominium or apartment complexes, boat house complexes, and industrial or commercial facilities to which the access to the grounds appurtenant thereto is impeded, prevented, or controlled by an installed gate or barrier, at the expense of the owner, operator, or occupant thereof, shall install and maintain at each such facility a rapid entry system or device, approved by the City Division of Fire Prevention, by which City fire officials may be afforded prompt and expedient access to the building, structure, facility, or grounds in the event of fire, or other emergency.
