When the Planning Commission finds that an owner has made an application for a mobile home park which satisfies the provisions of this Code, it shall approve the application, and request the City Commission to waive the terms and provisions of the Zoning Code as to zoning districts. If the City Commission by ordinance grants the waiver, the owner shall then have the right to construct and thereafter operate and maintain a mobile home park in accordance with the terms and provisions of this chapter, as it now is or may hereafter be amended, provided construction thereof is completed within the time specified by the City Commission.
