No application for a mobile home park shall be approved, nor shall a mobile home park be permitted or maintained thereafter, unless the site improvements and the offsite improvements, if any, are constructed in accordance with the provisions of the Land Subdivision Regulations, where applicable, or the construction of them provided for to the satisfaction of the Planning Commission. Site improvements shall be required as if the site of the mobile home park were a subdivision. The ownership of the site improvements, however, shall be retained by the owner of the mobile home park. Nor shall an application be granted if existing City-owned and operated utilities are not adequate to serve the site of the proposed mobile home park.
