   (b)   This special permission granted to the mechanical contractors shall not pertain to any new work or construction and not to commercial, mercantile or industrial installations. Mechanical contractors shall not be permitted to install or alter any wiring using a homeowner's permit issued to the owner of the dwelling. All electrical work performed shall be subject to inspection and approval by the City. The installations shall meet all existing National Electrical Code requirements and amendments hereafter.
