(a) For the purposes of this chapter, a "plant" means a manufacturing or industrial concern which maintains in the City its own electricians to install, alter or repair electrical wiring, devices or equipment. Such entities shall not be required to obtain permits, as issued under this chapter, or to pay inspection fees for electrical work performed within their own building or premises if such work is in the nature of general maintenance of the existing electrical system. The installations, alterations or repairs permitted herein are to be made in accordance with the National Electrical Code, its supplements and revisions. Electrical contractors performing electrical installations, including those installations which are in the nature of general maintenance, within plants are required to comply with the other provisions of this Code and are subject to inspection, permit and licensing requirements.
(b) Electrical service installations which require new or additional service-entrance conductors, service equipment or meters shall be installed by a properly licensed electrical contractor who employs properly licensed journeymen and apprentice electricians. The electrical contractor shall also secure proper permits and pay the appropriate permit and inspection fees for the related installation. The service installations are subject to inspection by the Electrical Inspector for authorization to energize the service by the electric utility.
(c) Electrical wiring, devices and equipment within or on new buildings, structures or additions to existing plant buildings shall be installed by a properly licensed electrical contractor who employs properly licensed journeymen and apprentice electricians. The electrical contractor shall also secure proper permits and pay the appropriate permit and inspection fees for the related installation. The new wiring installations are subject to inspection and approval by the Electrical Inspector.
