1335.01 LOT DRAINAGE.
   (a)   Provisions for positive drainage shall be made for each lot or plot and shall be accomplished in such a manner that a nuisance will not be created as to public or private property. Regrading shall be done so that existing natural ground drainage of surrounding area shall not be impeded. The following standards shall apply:
(1)   All drainage facilities shall be designed to carry surface water to the nearest practical street, storm drain, or natural watercourse approved by the City Engineer, Building Official, or other appropriate governmental agency, as a safe place to deposit such waters. At least 1% grade toward the approved disposal area will be required for building pads, except as waived by the City Engineer.
(2)   Downspouts may discharge onto splash blocks or into other devices provided that no excess water will flow onto adjoining property.
(3)   When a lot or plot is graded to a higher or lower level than the natural grade on an adjacent property, the owner of such lot or plot shall provide suitable slopes or retaining walls or other protection on his own property to preserve the natural slope on surface elevation of such adjacent property, as approved by the Building Official.
   
   (b)   In addition to the above requirements, the Building Official may attach such conditions as may be reasonably necessary to prevent creation of a nuisance or hazard to public or private property. Such conditions may include, but shall not be limited to:
(1)   Improvement of any existing grading;
(2)   Requirements for fencing of excavations or fills which otherwise would be hazardous.
