(a) The City Manager shall promulgate and publish rules and regulations, and shall establish other charges, fees, and rates incidental to the operation of the emergency medical/ambulance services of the City, and which the City Manager deems necessary and advisable, and shall file these rules, regulations, charges, fees and rates with the Clerk of the City Commission.
(b) The City Manager, further, shall establish procedures for the collection and recovery of the charges, fees, and rates established in relation to the emergency medical/ambulance services of City provided.
