955.20 ACCUMULATION AND STORING OF GARBAGE AND OTHER REFUSE.
   (a)   Garbage accumulated by any person shall be accumulated and stored only in proper containers for collection.
   
   (b)   Garbage containers must have their covers securely in place at all times except when garbage is being deposited therein or when being removed therefrom for the purpose of being disposed of.
   (c)   Other refuse shall be stored only in proper containers for collection and shall not be allowed to accumulate outside thereof longer than 7 days.
   (d)   Any unauthorized accumulation of garbage or other refuse on any premises is hereby declared to be a nuisance and is prohibited.
   (e)   Used lumber and building materials, firewood and any other material that is not piled solidly and without harborage or nesting places for rodents shall be placed on a framework or other supports so that the bottom of the pile is at least 18 inches above the surface of the ground. Legs or posts for the devices must be provided with rat guards.
   (f)   The composting of grass clippings or other cut vegetation, not including leaves, is prohibited except when supported as described in subsection (e) hereof.
   (g)   Upholstered furniture, automobile seats, mattresses, and similar items, when not inside a residence and constituting possible harborage or nesting places for rodents shall be kept not less than 18 inches above the highest contiguous ground during the time between sunset and sunrise. These items when stored in garages, sheds, barns, or other outbuildings shall be supported as described in subsection (e) hereof. (Ord. 10-055. Passed 6-28-10.)
