No person shall place or deposit manure, produced by the keeping of an animal of the horse, mule, or cattle kind, in any street, alley, road, open excavation, abandoned well or cistern, ditch, stream or body of water, or in any other manner deemed improper by the Department of Health. Every person owning or keeping in a stable, stall, or compartment, any animal of the horse, mule, or cattle kind, shall store the manure in a manner satisfactory to the Department of Health.
