955.16 CONDITION OF RECYCLABLE MATERIALS PLACED FOR CURBSIDE COLLECTION. 
   Any and all recyclable materials which are placed for curbside collection under a recycling program instituted and operating pursuant to this chapter shall comply with the requirements of this section, and of such other reasonable regulations as the City Manager may from time to time prescribe, and make publicly known:
(a)   Cardboard and corrugated paper shall be neatly stacked separate from other material, bundled, and securely tied;
(b)   Newsprint shall be neatly stacked separate from other material, bundled and securely tied;
(c)   Plastics, container glass, and aluminum and bi-metal beverage cans which previously contained food or liquid prepared or proposed for human or animal consumption shall be washed so as to render the same reasonably clean and free of residual content.
