All solid waste, garbage, refuse, and other discarded material, other than recyclables, which is placed upon a curb for curbside collection shall be placed within a can or box of plastic or of galvanized or other noncorrosive metal which is constructed to be watertight, which has suitable handles on the outside thereof, and which is fitted with a tight, fitted cover which shall be removed therefrom only when necessary for the deposit or removal of material therefrom, or in watertight plastic bags of a color other than blue which are solidly closed and secured. Garbage which is stored or kept at any place outside of a fully enclosed structure shall be placed within a can or box of plastic, or of galvanized or other noncorrosive metal which is constructed to be watertight, and which is fitted with a tight, fitted cover, which shall be removed only when necessary for the deposit or removal of material.
