955.10 LICENSE STICKERS; USE AND DISPLAY.
   (a)   As to each vehicle or piece of equipment utilized by a commercial hauler licensed by the City of Sandusky, Ohio, for and in relation to commercial collection activities within the City, the City Manager, or his or her designee, upon proper inspection of the same, and the appropriate certification of the compliance thereof with the Ordinances of the City, shall issue, and cause to be affixed to the same, and to be prominently and visibly displayed thereupon a licensure certificate sticker which shall be in effect, and use for the balance of the calendar year of issuance.
   (b)   No vehicle or other piece of equipment shall be utilized for commercial hauling activity within the City of Sandusky, Ohio, until and unless a valid licensure certification sticker has been issued for the same, affixed thereto, and prominently and visibly displayed thereupon, and said vehicle or other piece of equipment shall be so used only during the effective period of validity of the sticker.
   (c)   No person shall deface a valid and effective licensure certification sticker, remove the same from its vehicle or piece of equipment of issuance, or remove the same from its position of prominence and visibility thereupon until and unless the vehicle or other piece of equipment has been removed from ongoing commercial collection activity within the City of Sandusky, Ohio, or until and unless a new or replacement sticker has been issued for said vehicle or other piece of equipment, and is affixed thereto, and prominently and visibly displayed thereupon.
   (d)   No person shall affix a licensure certification sticker to a vehicle or other piece of equipment for which the same was not specifically issued, or utilize the same in relation to such a vehicle or other piece of equipment for which the same was not issued; utilize for commercial hauling activity within the City of Sandusky, Ohio, any vehicle or piece of equipment for which a valid licensure certification sticker has not been issued properly, and/or is not in effect, or upon which a valid and effective licensure certification sticker is not prominently and visibly displayed; or utilize for said purpose a vehicle or piece of equipment upon which a licensure certification sticker issued for another vehicle or piece of equipment has been affixed; or materially alter a current licensure certification sticker, or an expired sticker for the purpose of using the same as if it were a current sticker.
 
   (e)   All vehicles used for the collection and transportation of garbage, shall be compactor collection vehicles that have enclosed bodies with special mechanical devices for loading the garbage into the main compartment of the bodies, and for the compressing and the distribution of the garbage within the body. The vehicle body shall be cleaned with sufficient frequency so as to prevent odor, nuisance, or insect breeding, and shall be maintained in good order.
   (f)   Any person making application for a registration as a commercial hauler shall present his or her equipment for inspection by the City as required by this chapter to determine if the same are in full compliance therewith.
   (g)   The beds of vehicles utilized for the collection or transportation of bulky waste or of compostable material shall be of durable construction, and the end gates of which shall be not less then twenty-four (24) inches high from the floor of the collection vehicle. The sides of the collection bed shall extend to a minimum height of not less than five (5) feet. The maximum height of such vehicles and the ends of the beds allowed shall be thirteen feet (13'), six (6) inches.
 
   (h)   Bulky waste items, and compostable material shall be stored in collection vehicles in a manner so as to prevent the spillage or blowing of items, or portions of the same onto roadways and lands.
   (i)   All dumpsters used by commercial haulers for the storage of discarded material shall be of leakproof construction with tight-fitting lids which shall be kept closed except as is necessary for the deposit into, or the removal of items from the same. Commercial haulers shall ensure that the lids of dumpsters are closed after the completion of the removal of material from the same, and the occupant of the premises shall ensure that such lids are otherwise closed except as may be necessary for the deposit of material into the same.
   (j)   Commercial dumpsters shall be emptied at least once during any seven (7) day period, and shall be cleaned by the commercial hauler as often as is necessary to maintain them in clean condition free of undue odor.
   (k)   Before leaving a premises after emptying a dumpster, the commercial hauler shall clean up and remove any discarded material on the premises which may have spilled over, or which may have been dropped or spilled during the emptying process.
   (l)   Dumpsters shall not be stored or kept in the front yard of any property. It shall be the responsibility, duty, and obligation of the commercial haulers to place dumpsters in the rear yard of any premises in a position which is not visible from the City street. The City Manager may authorize the temporary placement of a dumpster in a front yard of a premises, or, on a temporary basis, within the City right-of-way in conjunction with major household clean-up, and/or reconstruction, repair, and/or demolition.
   (m)   All vehicles and other equipment used by commercial haulers shall be in sound and safe operating condition, and shall be in full compliance with all vehicle code requirements of the state of Ohio during the periods of use of the same.
   (n)   The following insurance and identification shall be required for collection vehicles utilized on a regular basis for commercial collection activity within the City of Sandusky, Ohio:
(1)   All collection vehicles, at all times, shall be in good mechanical and operating condition, and shall be covered by liability insurance in the amount of five hundred thousand dollars ($500,000) per injury, and five hundred thousand dollars ($500,000) per incident, together with a five hundred thousand dollars ($500,000) property damage limit;
(2)   All collection vehicles shall display in conspicuous places, on both sides of the vehicles, the name and telephone number of the hauler registering the vehicle. The lettering shall be of a minimum height of four (4) inches.
