No person shall place or deposit or permit to be placed or deposited garbage, offal, or any other putrescible refuse of vegetable, animal, fish, or fowl origin, or any other combustible or noncombustible wastes, in any street, alley, road, open excavation, abandoned well or cistern, ditch, stream or body of water, or on the surface of the ground, or in any other manner deemed improper by the Department of Health.
