933.35 WATER LEAKS NOT DISCHARGED INTO SANITARY SEWER; CHARGES.
   All water that is discharged into a sanitary sewer shall be charged for whether used or wasted or lost by leakage, except that the City Manager may make such abatement as seems to him right and proper in case of a water leak, when it does not appear that the owner or user could be reasonably expected to know of the water leak, or to have had a fair chance to stop the same. The reduction shall not exceed one-half of the excess sewer charges.
