933.24 CHARGES.
   (a)   Commencing on or after January 1, 1978, there is levied and assessed upon each lot, parcel of land, building, or premises having any sewer connection into the sanitary sewer system of the City or otherwise discharging sewage, industrial wastes, water, or other liquids either directly or indirectly into the City wastewater treatment system, a charge for use of the system.
   (b)   The users of the system shall be divided into classes. Classes shall be groups of users for which the wastewater characteristics are approximately equal and services provided are essentially the same. Initially there shall be established 2 classes of users, as follows:
(1)   Industrial users - as defined in Section 933.07
(2)   Nonindustrial users - all dischargers to the system not described in subsection (b)(1) hereof.
   (c)   The Utilities Director may establish additional classes as determined to be necessary.
   (d)   Charges for wastewater treatment service inside the City shall be paid by each user connected to the system and shall be computed in accordance with probable demand a user places on the system and the quantity of wastewater discharged to the system as measured by the City water meter installed thereon or by a sewage meter installed on the discharge pipe therefrom (or as estimated by the City). The cost of installation, operation and maintenance, and any and all other costs for the meter shall be paid for by the user.
   (e)   When a considerable amount of water delivered to any premises is not returned to the City's sewage disposal system, the Utilities Director in this case may establish a special basis upon which the sewage disposal charges to the premises will be computed, or upon a determination by either the Utilities Director or the customer that the use of direct metering of sanitary sewage flow is necessary or is a more equitable method of determining sewage disposal charges, the Utilities Director shall order the installation of wastewater meters. The cost of installation, operation, and maintenance, and any and all other costs for the meter shall be paid for by the user.
