For each permit issued by the City Engineer as set forth in Section 933.11, a connection charge shall be made for sewer service to all new buildings, including dwellings, or for major additions or alterations thereto, and for any land or building use, which cause or could cause the discharge or additional discharge of wastewater into the City's sewers. Connection charges are to be paid prior to issuance of the permit.
