The purpose of this chapter is to regulate the placement, construction and modification of towers and wireless telecommunications facilities in order to protect the health, safety and welfare of the public and to minimize adverse health, safety and visual impact of towers and wireless telecommunications facilities by the implementation of buffering, siting, design and construction criteria and requirements.
