(a) Street trees shall be planted in all subdivisions within the City, including land abutting any street previously opened as well as those opened for the subdivision. Installation shall be made under the supervision of the Superintendent.
(b) The number, size, species and locations of the street trees planted in subdivisions shall be in accordance with a tree plan mutually agreed upon by the Sandusky City Tree Commission, and the developer.
(c) A zoning permit shall not be issued to any subdivision until and unless a street tree plan has been approved, and an escrow account established or a surety bond deposited in an amount equal to the cost of the trees and the planting of the same as shall be determined by the City Director of Public Services to ensure compliance with this chapter and the regulations adapted hereunder.
(d) In the alternative, the developer of a subdivision may request the City Manager to let the work required to satisfy the street tree plan on public bid. In the event the accepted bid exceeds the escrowed account or surety bond, the developer shall increase the same, or reimburse the amount of the difference.
(e) The developer of a subdivision shall complete the street tree plan within two years from the date of the issuance of the zoning permit. Failure to do so shall be construed to be a default and the escrow account or surety bond shall be forfeited. Funds derived as a result of any such forfeiture shall be expended by the Superintendent to implement the street tree plan for the project for which it was originally intended. (Ord. 15-143.
