Public utility work affecting trees shall be limited to the actual necessities of the services of the company and such work shall be done in a neat and professional manner and according to accepted specifications and standards. Any public utility the work of which affects trees shall be liable to reimburse the City for the cost of any removals and of new tree plantings to replace affected trees.
