917.03 AUTHORITY OF SUPERINTENDENT OF FORESTRY.
   (a)   The Superintendent shall have jurisdiction and supervision over all trees planted or growing in public places. No person shall plant any tree in a public place without permission of the Superintendent.
   (b)   The Superintendent shall have the authority and it shall be his or her duty to plant, to remove, to maintain, and to protect trees on all public areas as may be necessary to ensure safety or to preserve the symmetry and beauty of such grounds.
   (c)   The Superintendent or Housing Code Compliance Officer shall have the authority and it shall be his or her duty to order the trimming, preservation, or removal of trees upon private property when he or she finds such action necessary to public safety or to prevent the spread of disease or insects to public trees or places;
   (d)    The Superintendent or Housing Code Compliance Officer shall have the authority, and it shall be his or her duty to supervise all work done under a permit issued in accordance with the provisions of this chapter; and
   (e)   The Superintendent or Housing Code Compliance Officer shall have the authority to affix reasonable conditions to the granting of any permit under this chapter.
