Any person, firm, or corporation who or which shall make an illegal connection to a sewer, water main, gas main, or to any other public service shall remove that connection when ordered by the City Engineer. On failure to comply with the order within 10 days, it shall be the duty of the City Engineer to cause the connection to be removed and the expense thereby incurred shall be paid by the offending person, firm, or corporation and in default of the payment for a period of 10 days the expense shall be certified to the County Auditor to be assessed against the property for which the connection was made.
