Any person who has, prior to September 13, 1965, except under franchise or permit legally granted, placed, constructed, or erected, and after that date maintains, any pole, pipe, wire, main, conduit, sign, hole, excavation, pavement, or any other object or structure, in, upon, along, across, above, over, or under any street, alley, public way, public right of way, public place, or public property shall remove the same upon order given by the City Engineer. Failure or refusal to obey the order for a period of 7 days is a violation of this section.
