Except under franchise or permit legally granted, no person shall place, construct, erect, or maintain any pole, pipe, wire, main, conduit, sign, hole, excavation, pavement, or any other object or structure, in, upon, along, across, above, over, or under any street, alley, public way, public right of way, public place, or public property; or in any other way obstruct, occupy, or encroach upon the same.
