Before any person, firm, or corporation shall be permitted to use any portions of any street or other space belonging to the City, for the purpose of depositing any building material or other property of any kind whatsoever thereon, application for permission must be made to the City Manager of the City, which permission shall be granted upon the payment of a fee of ten dollars ($10.00). However, the granting of the permits shall be at the discretion of the City Manager.
