Every applicant for a permit to re-lay or construct a sidewalk or curb shall pay the Finance Director therefor the sum of ten dollars ($10.00) for each permit issued for the lot. The City Manager shall have authority to grant permission to any property owner to repair his walk or curb. However, the grade or line need not be changed. The repairs may be completed during daylight of the day on which the work shall be started. Every property owner or agent who shall make application for a permit to repair a sidewalk or curb the grade of which need not be changed, shall pay the Finance Director the sum of five dollars ($5.00) for the permit for each lot.
