905.03 OPENING PERMIT REQUIRED.

It shall be unlawful for any person, other than the City Engineer or his authorized employees or agents, to make any opening in, to cut into, break, or otherwise disturb any street, alley, or public way of the City unless a permit therefor shall have been obtained prior to commencement of the work, as herein provided.
