When it appears to the City Manager that an application for a temporary store has been properly made and the application fee paid, he shall issue a license to the applicant, subject to the following conditions:
(a) The period of licensing shall be not more than 120 days and the days shall be consecutive.
(b) Upon commencement of business and at all times during the operation of the temporary store, the license shall be prominently displayed at the temporary store.
(c) That the location for the temporary store is properly zoned for such operation and has the off-street parking spaces determined to be necessary for the operation of said store according to the standards set by the Zoning Code, or a minimum of three off-street parking spaces if not set by the Zoning Code.
(d) That the temporary store is to be operated between the hours of 9:00 a.m. and 9:00 p.m. or sunset, whichever occurs first.
(e) Compliance with all other pertinent ordinances of the City, State laws, and health regulations.
