Any person or establishment who violates any of the provisions of this chapter shall be guilty of a misdemeanor of the fourth degree. The imposition of penalties prescribed herein shall not preclude the Director of Law from instituting an appropriate action or proceeding to prevent unlawful operation of a massage parlor or the performing of unlawful massages on or about any premises.
