The denial, suspension, or revocation of any license to a technician or establishment by the City Manager may be appealed to the Planning Commission in writing within thirty days from the date of the denial, suspension, or revocation. The appellant shall be afforded due process under the law on his appeal. The procedure followed shall be in accordance with the law on Administrative Appeals, Ohio R.C. Ch. 119. An appeal of a criminal conviction under this chapter resulting in a fine to the licensee shall be conducted pursuant to the Ohio Rules of Criminal Procedure.
