A licensee shall be notified in writing as to the reason why a license is being considered for revocation, suspension, or denial. The licensee shall be afforded a hearing before the City Manager within fourteen days from the date of this notice at which time the licensee may present any mitigating facts or circumstances for consideration which are deemed relevant. Within seven days from the date of this hearing, the City Manager shall render a decision in writing either revoking, suspending, or denying the license of licensee for one of the reasons set forth in Section 729.14 or ordering that there are insufficient grounds upon which the licensee's license may be revoked, suspended, or denied.
