   729.11 TRANSFER OF LICENSES.
   (a)    No license issued under the provisions of this chapter shall be transferable to another person or location.
   (b)    The change of location of a massage establishment shall require the submission of a new application and the issuance of a new license. (1980 Code 119.11)
