(a) Pursuant to the terms of this chapter, the City Manager shall issue the license to engage in the business of, or be employed as, a massage technician in the City upon receipt of an application, unless:
(1) The application does not contain all of the required information or the application contains a material misrepresentation.
(2) The applicant has been convicted of a violation of any provision of this chapter within one year of the date of this application.
(b) A massage technician license issued pursuant to this chapter shall terminate at the expiration of one year from the date of its issuance, unless subject to suspension or revocation.
