The city manager is authorized to issue a permit to any person owning, operating, or controlling any watercraft for the mooring of the same at the municipal dock at the foot of Jackson Street. Each such permit shall be effective and valid during the period beginning on the day when issued and shall not be extended beyond April 1, following the day of issuance and no permit shall extend or be issued during or for the period of the navigation season to any owner of watercraft.
