The City Manager upon request, and with the concurrence of the Ohio Chief of the Division of Watercraft or his designated agent, shall place the appropriate buoys and signs at the applicant's expense on the waters of Lake Erie within the jurisdiction of the City including Sandusky Bay, its marinas, coves, channels or other tributaries.
