(a) Door-to-door canvassing carried out in connection with Halloween activities within the City of Sandusky, Ohio, shall be permitted only between the hours of 5:00 p.m. and 7:30 p.m. on one night per year as designated by the City Manager and the Chief of Police.
(b) Children so participating shall be fourteen years of age or younger, and must be accompanied and supervised by their parents or another designated adult.
(c) Homeowners who wish to participate and receive such youths must indicate a willingness to do so by turning their porch light on between the hours of 5:00 p.m. and 7:30 p.m.
(d) Door-to-door canvassing shall be restricted to those participating houses within a three- block radius of the canvassers, and may only approach those homes which indicate a willingness to participate in said activity.
(e) Whoever violates or fails to comply with this section is guilty of a minor misdemeanor.
