531.07 DEFINITIONS.
   For the purpose of Sections 531.06 through 531.12, the following definitions shall apply. Words, terms, and phrases used in Sections 531.06 through 531.12 have the meanings ascribed to them except where the context clearly indicates a different meaning:
(a)   “City Manager” means the Chief Administrative Officer of the City of Sandusky or any duly authorized representative.
(b)   “Housing Code Compliance Officer” means the Director of Community Development and/or a duly authorized official who is charged with the administration and enforcement of Sections 531.06 through 531.12.
(c)   “Grass” means any of a large family (gramineae) of monocotyledonous, mostly herbaceous plants with jointed stems, slender sheathing leaves, and flowers borne in spikelets of bracts.
(d)   “Noxious weeds”:
(1)   Shall include those Restricted and Prohibited Seeds contained in the O.A.C. 901:5-31-01 and Other Prohibited Noxious Weeds contained in the O.A.C. 901:5-37-01 as determined by the Ohio Director of Agriculture pursuant to O.R.C. 907.10(B)(2).
A.   901:5-31-01 Prohibited and Restricted Noxious Weed Seeds List. The following plants are hereby designated “prohibited noxious- weed seed”:
1.   Field bindweed, Convolvulus arvensis (L.).
2.   Quackgrass, Elytrigia repens (L.) nevski= Agropyron repens (L.) Beauv.
3.   Canada thistle, Cirsium arvense (L.) Scop.
4.   Johnsongrass, Sorghum halpense (L.) Pers.
5.   Heart-podded hoary cress, Cardaria draba L. Desv.
6.   Hairy whitetop or ballcress, Cardaria Pubescens (C. Meyer)Jarmol.
7.   Perennial sowthistle, Sonchus arvensis (L.)
8.   Russian knapweed, Acroptilon repens (L.) DC.=Centaurea picris Pallas ex Willd.
9.   Leafy spurge, Euphorbia esula (L.).
10.   Hedge bindweed, Calystegia sepium (L.) R. Br.=Convolvulus sepium (L.).
11.   Serrated tussock, Nassella trichotoma (Nees) Hackel ex Arechabv.
12.   Columbus grass, Sorghum x almum Parodi.
13.   Purple loosestrife, Lythrum salicaria (L.).
14.   Musk thistle, Carduus nutans (L.).
B.   The following plants are hereby designated “restricted noxious weed seeds”:
1.   Dodder, Cuscuta (L.) spp.
2.   Horsenettle, Solanum carolinese (L.).
3.   Corncockle, Agrostemma githago (L.).
4.   Wild garlic, Allium vineale (L.)
5.   Wild onion, Allium canadense (L.).
6.   Curly dock, Rumex crispus (L.).
7.   French weed, Thlaspi arvense (L.).
8.   Buckhorn, Plantago Ianceolate (L.).
9.   Oxeye daisy, Leucanthemum vulgare lam.
10.   Wild mustard, Brassica arvensis (L.) rabenh. & Brassica kaber (D.C.) L.C. wheeler.
11.   Poison-hemlock, Conium maculatum (L.).
C.   901:5-37-01 Prohibited Noxious Weeds. The following plants are hereby designated “prohibited noxious weeds”:
1.   Shatter cane (Sorghum bicolor).
2.   Russian thistle (Salsola kali var. tenuifolia).
3.   Johnsongrass (Sorghum halepense L. (Pers.)).
4.   Wild parsnip (Pastinance sativa).
5.   Wild carrot (Queen Annes lace) (Daucus carota L.).
6.   Oxeye daisy (Chrysanthermum leucanthemum var. pinnatifidum).
7.   Wild mustard (Brassica kaber var. pinnatifida).
8.   Grapevines: when growing in groups of one hundred or more and not pruned, sprayed, cultivated, or otherwise maintained for two consecutive years.
9.   Canada thistle (Cirsium arvense L. (Scop.)).
10.   Poison hemlock (Conium maculatum).
11.   Cressleaf groundsel (Senecio glabellus).
12.   Musk thistle (Carduus nutans).
13.   Purple loosestrife (Lythrum salicaria).
14.   Mile-A-Minute Weed (Polygonum perfoliatum).
(2)   Poison Ivy, Poison Oak.
(3)   Bushes of the species of tall, common, or European barberry, further known as berberis vulgaris or its horticultural varieties.
(4)   Any weeds, grass, or plants, other than trees, bushes, flowers or other ornamental plants, growing to a height of 8 inches or more.

(e)   “Owner” means the owner, occupant or any other person, firm, or corporation whether lessee, agent, or tenant, having the charge or care of any lot or land within the City of Sandusky.
